Central Bank orders reporting to Coaf for crypto transfers above US$10,000
The Central Bank published two resolutions this Monday (23) that change the regulation of cryptoassets in the country, now requiring that transfers of amounts above US$10,000 in digital assets be reported to the Financial Activities Control Council (Coaf). The measure, which includes transactions with self-custody wallets, aims to increase transparency and strengthen the monitoring of financial movements in the cryptocurrency sector.
New rules for the crypto market
Resolution BCB 588 states that transfers of virtual assets, whether to or from self-custody wallets, are now on the list of transactions that must be reported to Coaf if they exceed the equivalent of US$10,000 (about R$55,000 at the current exchange rate). The goal is to align the Brazilian market with international best practices for preventing money laundering and terrorist financing.
Resolution BCB 589 expands the monitoring scope, including other financial operations involving virtual assets and establishing criteria for identifying and reporting suspicious activities. The new rules take effect immediately, requiring regulated institutions to pay closer attention to the profile of their clients’ transactions.
Impacts for exchanges and investors
With the obligation to report transfers above the new limit to Coaf, crypto exchanges and trading platforms in Brazil will have to adapt their internal compliance and monitoring processes. This includes strengthening customer identification (KYC) systems and risk analysis for large transfers, including those involving wallets not held by the platform itself.
For investors, the change means increased scrutiny of higher-value transactions, especially those between exchanges and private wallets. While self-custody is seen as a way to preserve sovereignty over cryptoassets, it will now be more closely monitored by financial authorities.
International and Brazilian context
The Central Bank’s decision follows a global trend of tightening regulation on cryptoasset transfers. International bodies such as the Financial Action Task Force (FATF) recommend that movements above certain amounts be reported to curb financial crimes. Countries like the United States and members of the European Union already have similar practices, requiring transparency from crypto platforms and users.
In Brazil, concern over the use of digital assets in money laundering schemes has grown alongside the increase in trading volume in the sector. According to recent data, the national cryptoasset market moved billions of reais in 2025, drawing growing attention from regulators and oversight authorities.
What to watch next
The new Central Bank resolutions are expected to prompt a rapid adaptation in the cryptoasset sector, directly impacting how exchanges operate and the dynamics of transfers between wallets. Investors and companies will need to closely monitor possible updates to compliance procedures, as well as any effects on privacy and the ease of moving large volumes of cryptoassets.
The market is watching how platforms will implement the technical requirements to identify and report transactions to Coaf, especially when they involve self-custody wallets, which have traditionally offered greater anonymity. Experts believe the measure may deter illicit practices but could also pose operational challenges for the sector.
